Saying he had been discriminated against based upon national origin
seems to make the most sense, but the last 2 paragraphs of the
article say explicitly that it was ruled he was racially
discriminated against but not discriminated against on the basis of
national origin. Perhaps whoever wrote the article really screwed
it up.
